In its statutory role as advocate for services to children in Massachusetts, the Office for Children regulates provision of day care and substitute care (MGLA c 28A, ss 4(c), 10-13). The office's Substitute Care Program licenses and monitors public and private agencies that provide residential care (group care, emergency shelter, foster care and adoption placement) for children. Series is created by the office's licensing unit to administer the program in accordance with office regulations.
